The GEMS Model for Volunteer Administration
The GEMS Model was developed by Ken Culp, III, Catherine A. Deppe, Jaime X. Castillo, and Betty J. Wells and first published in the Journal of Volunteer Administration, Volume 16, Number 4, in 1998.
The GEMS Model consists of 18 phases organized into four broad categories: Generating, Educating, Mobilizing, and Sustaining. It is depicted in a spiral, indicating that volunteer administration is an ongoing process where the administrator may enter and leave the process and varying points. Following is a brief description of each phase of the GEMS Model.
